Summary

Urgent Supplemental Appropriations Act, 1986 - Title I: General Supplementals - Chapter I - Makes supplemental appropriations for FY 1986 to the Department of Agriculture for the: (1) Soil Conservation Service; (2) Agricultural Stabilization and Conservation Service (including a transfer of funds); (3) Food Safety and Inspection Service; and (4) Food and Nutrition Service. Provides that Department funds shall be available only for the purposes for which appropriated unless a transfer of funds from accounts is provided in advance in appropriation Acts. Directs the Secretary of Agriculture to report to the appropriate congressional committees on contaminated milk and milk products in Arkansas, Missouri, and Oklahoma and the estimated losses suffered by dairy farmers and processors. Disapproves the proposed deferral D86-60 relating to the Farmers Home Administration, Rural Housing Insurance Fund, as set forth in the message transmitted to the Congress by the President on March 12, 1986. Directs the Secretary to return specified funds from the Commodity Credit Corporation (CCC) to the Commodity Supplemental Food Program. Provides that the Secretary should return to a farm program available under the Charter of the CCC and other specified law. Permits the use of funds available to the Secretary only to implement a conservation reserve program which, with specified restrictions, limits payments to land which has been devoted to the production of either basic agricultural commodities or major crops during crop years 1984 and 1985. Permits CCC funds to be used to carry out Federal Crop Insurance Corporation programs only to the extent or in such amounts as provided in advance in appropriation Acts, effective FY 1987. Directs the Secretary to transfer up to a specified amount from the CCC to the Animal and Plant Health Inspection Service for a cost-sharing program with Florida for: (1) compensation for infected nursery stock destroyed in fighting the outbreak of citrus canker in 1984; and (2) current and continuing operating expenses of a citrus canker eradication and control program. Requires any funds previously transferred to the citrus canker program from other than CCC accounts to be returned immediately. Requires the Secretary to transfer specified CCC funds to the Cooperative State Research Service to meet the matching funds requirement for development of an international trade center at Oklahoma State University. Directs the Secretary to use up to a specified amount of CCC funds to control and eradicate avian influenza. Provides that: (1) persons who farmed in 1985 and who have made a bona fide effort for the last two years to meet their financial obligations to the Farmers Home Administration should be eligible for a production loan from the Administration upon showing inability to obtain financing from private sources; (2) their debt with the Administration should be deferred for 1986 and such additional period as is necessary to determine what part of their debt is due to the failure to offer surplus commodities in world trade at competitive prices since 1980; and (3) the Administration Administrator, by April 1986, should determine which farmers are unable to make payments of principal and interest due to circumstances beyond their control and, thereby, qualify for assistance under this title. Chapter II - Disapproves the proposed deferral D86-36 relating to the Economic Development Assistance Programs as set forth in the message transmitted to the Congress by the President on February 5, 1986. Requires specified funds appropriated under the Departments of Commerce, Justice, and State, the Judiciary and Related Agencies Appropriation Act, 1986, to be obligated as supplemental funds for a homeless shelter in Middlesex County, New Jersey, and for the Will County Local Development Company and the Illinois and Michigan Canal National Heritage Corridor in Illinois. Makes supplemental appropriations for FY 1986 to: (1) the Department of Justice for the Federal Prison System; and (2) the Department of State for the administration of foreign affairs (transfers of funds). Makes supplemental appropriations for FY 1986 for: (1) the Supreme Court of the United States; (2) courts of appeals, district courts, and other judicial services (including transfers of funds); (3) the Board for International Broadcasting; and (4) the Small Business Administration (transfer of funds). Disapproves the proposed deferral D86-53 relating to operations and training funds of the Maritime Administration as set forth in the message transmitted by the President to the Congress on February 5, 1986. Chapter III - Makes supplemental appropriations for FY 1986 to the Department of Defense--Civil for the Corps of Engineers--Civil (including the transfer of funds). Directs the Secretary of the Army to use available funds to undertake specified construction projects along the Tombigbee River in Alabama and at Mount St. Helens, Washington. Disapproves the proposed deferral D86-38 relating to energy supply, research, and development activities of the Department of Energy as set forth in the message transmitted by the President to the Congress on February 5, 1986. Makes supplemental appropriations for FY 1986 to the Department of Energy for atomic energy defense activities (transfer of funds). Directs the Secretary of the Air Force to provide a specified grant or contribution for research activities and construction at Northeastern University in Massachusetts. Directs the Secretary of Defense to provide a specified grant or contribution for research activities and construction at the Rochester Institute of Technology at Rochester, New York. Chapter IV - Requires a specified amount of the 1986 appropriations made available to the Economic Support Fund to be made available for the U.S. contribution to the International Fund established pursuant to the November 15, 1985, agreement between the United Kingdom and Ireland. Chapter V - Disapproves the following proposed deferrals in the message transmitted by the President to the Congress on February 5, 1986: (1) D86-41 relating to housing programs, annual contributions for assisted housing; (2) D86-45 relating to housing programs, housing for the elderly or handicapped funds; (3) D86-46 relating to housing programs, nonprofit sponsor assistance; (4) D86-48 relating to community planning and development, community development grants; and (5) D86-50 relating to community planning and development, rehabilitation loan fund. Makes supplemental appropriations for FY 1986 to the Department of Housing and Urban Development for management and administration (transfers of funds). Makes supplemental appropriations for FY 1986 to the: (1) American Battle Monuments Commission; (2) Environmental Protection Agency (transfers of funds); (3) Federal Emergency Management Agency (including the transfer of funds); (4) National Aeronautics and Space Administration (transfers of funds); and (5) Veterans Administration (including transfers of funds). Provides that a specified amount of the sum required by the Department of Housing and Urban Development-Independent Agencies Appropriations Act, 1986, to be derived from the Hazardous Substance Response Trust Fund to carry out the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 shall be derived from a repayable advance from the Treasury. Increases the limitation on administrative expenses of the Federal Home Loan Bank Board for FY 1986. Chapter VI - Defers the availability of specified funds previously appropriated to the Department of the Interior for the Bureau of Land Management and for the United States Fish and Wildlife Service (USFWS) until October 1, 1986. Makes supplemental appropriations for FY 1986 to the Department for: (1) USFWS; (2) the National Park Service (NPS); (3) the Minerals Management Service; (4) the Bureau of Indian Affairs; and (5) territorial and international affairs. Rescinds certain FY 1986 contract authority of NPS and specified funds of the Office of Surface Mining Reclamation and Enforcement. Prohibits the use of Federal funds to plan or implement the closure of the Pacific Northwest Regional Office of NPS in Seattle, Washington. Reestablishes and extends the Cape Cod National Seashore Advisory Commission. Makes supplemental appropriations for FY 1986 to the Department of Agriculture for the Forest Service. Disapproves the proposed deferral D86-3 relating to the Forest Service, timber salvage sales, as set forth in the message transmitted by the President to the Congress on October 1, 1985. Requires congressional approval of the emergency transfer of Forest Service funds by the Secretary of Agriculture to arrest or eradicate plant pests or contagious or infectious diseases of animals or poultry. Disapproves the following proposed deferrals relating to the Department of Energy: (1) D86-6A relating to fossil energy research and development as set forth in the message transmitted by the President to the Congress on February 5, 1986; (2) D86-9A relating to energy conservation as set forth in the message transmitted by the President to the Congress on March 12, 1986; (3) D86-37 relating to the strategic petroleum reserve (SPR) as set forth in the message transmitted by the President to the Congress on February 5, 1986; and (4) D86-10A relating to the SPR petroleum account as set forth in the message transmitted by the President to the Congress on February 5, 1986. Establishes the minimum required SPR fill rate at 100,000 barrels a day until the funds made available by this Act are expended. Makes supplemental appropriations for FY 1986 to the: (1) Department of Health and Human Services for the Health Resources and Services Administration; and (2) Smithsonian Institution for the National Gallery of Art. Chapter VII - Makes supplemental appropriations for FY 1986 to the Department of Education for impact aid. Chapter VIII - Makes supplemental appropriations for FY 1986 to the legislative branch for specified contingent expenses of the House of Representatives and for the Architect of the Capitol. Sets forth and revises restrictions on the use of franked mail by the House of Representatives. Chapter IX - Makes supplemental appropriations for FY 1986 to the : (1) Department of Transportation for the Coast Guard and the Federal Aviation Administration (including transfers of funds); and (2) Panama Canal Commission. Chapter X - Makes supplemental appropriations for FY 1986 to the Department of the Treasury for: (1) the Internal Revenue Service (IRS); (2) the United States Customs Service; and (3) operation and maintenance, air interdiction program. Permits, with restrictions, the transfer of FY 1986 funds between IRS appropriation accounts. Title II: General Provisions - Declares that provisions of the Budget and Impoundment Control Act providing for the disapproval of proposed deferrals of budget authority shall not apply to funds appropriated by or after this Act. Prohibits funds appropriated to carry out the Indian Education Act (IEA) from being expended in violation of a bill providing that proofs of eligibility grants shall not be required for IEA grants in FY 1986. Prohibits any funds appropriated for FY 1986 from being used to implement changes to OMB Circular A-21 made after February 11, 1986. Prohibits the use of appropriated funds to promulgate or implement new regulations dealing with organization participation in the 1986 Combined Federal Campaign (CFC) other than to repromulgate and implement the 1984 and 1985 CFC regulations, unless such regulations provide that any charitable organization which participated in any prior campaign shall be allowed to participate in the 1986 campaign. Provides that no part of any appropriation under this Act shall remain available for obligation beyond the current fiscal year unless otherwise provided in this Act.
