TANF and Related Programs Continuation Act of 2004 - Reauthorizes and extends through September 30, 2004, the Temporary Assistance for Needy Families block grant program under part A (Temporary Assistance for Needy Families) of title IV of the Social Security Act. Reauthorizes and extends through September 30, 2004, the national random sample study of child welfare and authority for demonstration projects likely to promote the objectives of part B (Child and Family Services) or part E (Foster Care and Adoption Assistance).
