Summary
Foreign Assistance and Related Programs Appropriations Act - Title I: Foreign Assistance Act Activities - Makes appropriations for fiscal year 1975 for economic, military, and Indochina Postwar Reconstruction Assistance. States that no part of such funds may be used to provide assistance to North Vietnam, or for police, prison, or criminal matters in South Vietnam. Expresses the sense of Congress that excess foreign currencies on deposit with the United States Treasury should be used to underwrite local costs of United States foreign assistance programs. Directs the President to enter into negotiations with OPEC (Organization of Petroleum Exporting Countries) in order to provide for the accelerated repayment of any outstanding loans or debts. Title II: Foreign Military Credit Sales - Makes appropriations to enable the President to carry out the Foreign Military Sales Act. Title III: Foreign Assistance - Makes appropriations for the Pease Corps; assistance to refugees in the United States; refugees from the Soviet Union; investment in the Asian Development Bank, the Inter-American Development Bank, and the International Development Association. Title IV: Export-Import Bank of the United States - Authorizes the Export-Import Bank to make expenditures within the limits of funds and borrowing authority available to it. Title V: General Provision - States no part of any appropriations in this Act may be used for publicity or propaganda purposes within the United States not previously authorized by Congress.
