To provide flexibility to the Secretary of Agriculture to carryout food assistance programs in certain countries.

Summary

Amends the Agricultural Act of 1949 to permit the expenditure of foreign currency commodity-sale proceeds in a country other than the country of origin if such proceeds are in a currency generally accepted in such other country.
