Summary
TABLE OF CONTENTS: Title I: Special Trustee for American Indians Title II: Indian Trust Fund Management Demonstration Program Title III: Miscellaneous Title IV: Miscellaneous American Indian Trust Fund Management Reform Act of 1994 - States that the Secretary of the Interior (Secretary) is responsible for the management of Indian trust funds including tribal accounts and Individual Indian money accounts. Title I: Special Trustee for American Indians - Establishes in the Department of the Interior (Department) the Office of Special Trustee for American Indians which shall develop a comprehensive reform plan of the Secretary's trust responsibilities to Indian tribes, including oversight of reform efforts within the Bureau of Indian Affairs, the Bureau of Land Management, and the Minerals Management Service. Requires the Special Trustee to appoint an advisory board. Title II: Indian Trust Fund Management Demonstration Program - Authorizes an Indian tribe to submit to the Secretary a demonstration plan to directly manage tribal funds held in trust by the United States. Title III: Miscellaneous - Authorizes a tribe to elect to have the Secretary invest its tribal trust funds in a common stock fund and a fixed income fund. Establishes in the Department a Tribal Trust Fund Investment Board to oversee such investment and related activities. Title IV: Miscellaneous - Directs the Secretary to report to the appropriate congressional committee with respect to the reconciliation of each tribal trust fund account. Authorizes appropriations.
