Local Community Recovery Act of 2006

Summary

Local Community Recovery Act of 2006 - Amends Robert T. Stafford Disaster Relief and Emergency Assistance Act provisions requiring giving preference in the expenditure of federal funds for major disaster or emergency assistance activities to local organizations, firms, or individuals to permit a contract or agreement for such activities to be set aside for award based on a specific geographic area. Requires: (1) any solicitation made by the Corps of Engineers during FY2006 under such provisions to be final, conclusive, and not subject to administrative or judicial review; and (2) any administrative or judicial action or proceeding arising from such solicitation that is pending on this Act's enactment date to be dismissed.
