Extends through FY 1984 the authorization of appropriations to promote the conservation of migratory waterfowl and to preserve important wetlands and other essential waterfowl habitat. Postpones until October 1, 1994, the requirement that such appropriated funds be repaid to the Treasury out of the migratory bird conservation fund.
