Summary

Federal Judgeship Act of 1990 - Amends the Federal judicial code to increase the number of appellate court judgeships in the third, fourth, fifth, sixth, eighth, and tenth judicial circuits. Amends the Federal judicial code to increase the number of district court judgeships in specified judicial districts of California, Connecticut, Florida, Illinois, Iowa, Mississippi, Missouri, New Jersey, New York, Ohio, Oregon, Pennsylvania, Tennessee, and Texas. Converts to permanent status temporary district court judgeships authorized by the Bankruptcy Amendments and Federal Judgeship Act of 1984 for: (1) the Western District of Arkansas; (2) the Northern District of Illinois; (3) the District of Massachusetts; (4) the Western District of New York; (5) the Northern District of Ohio; and (6) the Western District of Washington. Revises existing district court judgeships in specified multi-judicial districts of Arkansas, Iowa, and Oklahoma. Provides for the appointment of temporary district court judgeships in specified judicial districts of Florida, Michigan, Nebraska, New Mexico, New York, Oklahoma, Pennsylvania, Tennessee, Virginia, and West Virginia. Directs the Comptroller General to review the policies, procedures, and methodologies used by the Judicial Conference of the United States in recommending to the Congress the creation of additional Federal judgeships. Authorizes appropriations.
