Summary

Provides, under the Rehabilitation and Betterment Act, that specified expenditures of funds for rehabilitation and betterment of specified irrigation and drainage systems, shall be made only after the organizations concerned shall obligated themselves for the return of such funds according to their ability to pay. Provides that such return determination shall be made by the Secretary of the Interior.
