Summary

Rehabilitation Act Amendments of 1992 - Amends the Rehabilitation Act of 1973 to reauthorize through FY 1993 various vocational rehabilitation programs under such Act, including: (1) basic grants to States for vocational rehabilitation services, innovation and expansion allotments, and client assistance programs; (2) research and training; (3) supplementary services and facilities (including construction of rehabilitation facilities, vocational training services, personnel training, comprehensive rehabilitation centers, special demonstration projects, supplementary services, and recreational programs); (4) the National Council on Disability; (5) the Architectural and Transportation Barriers Compliance Board; (6) employment opportunities for individuals with handicaps (including community service employment pilot programs, projects with industry and business opportunities, and supported employment services); and (7) comprehensive services for independent living, centers for independent living, and independent living services for older blind individuals. Reauthorizes through FY 1993 provisions of: (1) the Helen Keller National Center Act; and (2) Federal law relating to the President's Committee on People with Disabilities.
