To designate segments of the Great Egg Harbor River and its tributaries in the State of New Jersey as components of the National Wild and Scenic Rivers System.

Summary

Amends the Wild and Scenic Rivers Act to designate certain segments of the Great Egg Harbor River and its tributaries in New Jersey as components of the National Wild and Scenic Rivers System. Requires the Secretary of the Interior to administer the designated segments in association with the political jurisdictions through which the river and tributaries pass in accordance with local river management plans, except that publicly-owned lands shall continue to be managed by the agency charged with the management of such lands. Requires that the local river management plans be prepared and adopted by the local political subdivisions through which the river and its tributaries pass. Requires the Secretary, along with an informal advisory group made up of representatives of local political subdivisions of the Great Egg Harbor River and its tributaries as well as representatives of the State, to review the local river management plans to assure that their proper implementation will protect the values for which the river was designated. Authorizes the Secretary, if requested, to provide planning assistance to political subdivisions of the State and to enter into memoranda of understanding or cooperative agreements with other Federal agencies and with the State to ensure that State and Federal programs are carried out in a manner that is consistent with the river management plans. Directs the Secretary to review compliance with the locally adopted plans biennially and to report to specified congressional committees on any deviation from those plans which causes or may result in any diminution of the values for which the segment concerned was designated. Requires the Secretary to report to such committees on alternatives to address issues to ensure protection of the segment concerned if issues related to river protection are not resolved by existing State and local or other Federal mechanisms. Authorizes appropriations. Excludes such designated segments from provisions of the Act that: (1) require Federal establishment of boundaries and classification for such segments (including maps made available for public inspection of such boundaries); and (2) authorize Federal acquisition of lands within the boundaries of the designated segments.
