Summary

Education Division and Related Agencies Appropriation Act - Makes appropriations for the Education Division and related agencies for fiscal year 1976 and the transitional period from June of 1976 to September of 1976. Title I: Education Division - Appropriates specified sums to the Office of Education for various programs including: elementary and secondary education, school assistance in federally affected areas, emergency school and aid, education for the handicapped, higher education, library resources, innovative and experimental programs, educational activities overseas, the student loan insurance fund, the higher education facilities loan and insurance fund, and the National Institute of Education. Appropriates specified sums to the Office of Education for salaries and expenses. Title II: Related Agencies - Appropriates specified sums for the American Printing House For the Blind, the National Technical Institute for the Deaf, Gallaudet College, and Howard University. Title III: General Provisions - Declares that no part of the funds appropriated by this Act shall be used to finance any Civil Service Interagency Board of Examiners, to defeat legislation pending before Congress, to force any school district which has been desegregated under the 1964 Civil Rights Act to bus students; or for the transportation of students or teachers to overcome racial imbalance in any school. Declares that none of the Funds appropriated in this Act shall be used to pay the entire cost of a research project funded under this Act, to pay to the United States any portion of the interest or other income earned on payments of grants made before July 1, 1964, or to provide for any additional permanent Federal positions in the Washington area under specified circumstances.
