Summary
Establishes, for five years, a Towing Safety Advisory Committee to advise, consult with and make recommendations to the Secretary of the department in which the Coast Guard is operating on matters relating to shallow-draft inland waterway navigation and towing safety. Sets forth the composition of such Committee to be appointed by the Secretary, including representatives from the towing industry, port authorities, maritime labor, shippers, and the United States Army Corps of Engineers.
