Summary

Department of Defense Appropriation Authorization Act - Title I: Procurement - Authorizes appropriations in specified amounts for fiscal year 1976 and the period between July 1, 1976 and September 30, 1976 for Armed Forces weapons procurement. Title II: Research, Development, Test and Evaluation - Authrorizes appropriations in specified amounts for fiscal year 1976 and the period between July 1, 1976 and September 30, 1976 for Armed Forces research, development, testing and evaluation. Title III: Active Forces - Authorizes an end strength for active duty personnel of the Armed Forces through September 30, 1976. Title IV: Reserve Forces - Directs the Selected Reserve of each Reserve component of the Armed Forces to be programmed to attain specified average strengths through September 30, 1976. Provides for reductions in such strengths. Title V: Civilian Personnel - Authorizes specified end strength civilian personnel for the Department of Defense. Specifies methods of computing such end strength. Title VI: Military Training Student Loads - Sets an averate military training student load for each component of the Armed Forces through September 30, 1976. Title VII: General Provisions - Directs the Secretary of Defense to include a recommendation for authorization for a 5-year naval ship new construction and conversion program in the President's budget for fiscal year commencing October 1, 1976. Places limitations on the upward adjustment of compensation for members of the uniformed services. Directs the Secretary of Defense to submit quarterly reports to Congres on the acquisition of major defense systems. Provides that no defense article in the inventory of the Department of Defense included in the approved force acquisition objective and the approved force retention stock shall be transferred to any foreign country at less than the current replacement cost, less depreciation, if any, of that article, unless the facts of the proposed transfer are reported to the Committees on Armed Services and Appropriations of both the House and Senate, and no objection has been raised to the proposed transfer by either body within 90 days.
