Makes appropriations to the Department of State and Department of Health, Education, and Welfare for special assistance to refugees from Cambodia and Vietnam for fiscal year 1975. States that no funds appropriated pursuant to this Act may be used to aid, directly or indirectly, the Democratic Republic of Vietnam or the Provisional Revoluntionary Government.
