Increases the maximum rates of per diem and actual subsistence allowances and the mileage allowances for Federal employees on official travel. Requires the Administrator of General Services to submit an annual report to each House of Congress concerning the travel expenses and practices of each Federal agency which spends more than $5,000,000 annually for employee travel costs.
