Summary

Amends the Merchant Marine Act, 1936, to stipulate that the trade-in and trade-out values of mariner class vessels acquired by the Secretary of Commerce in exchange for obsolete vessels in the National Defense Reserve Fleet shall be the higher of their scrap value in domestic or foreign markets.
