Summary

Directs the Secretary of the Interior, in appointing members to the Keweenaw National Historical Park Advisory Commission, only to consider the nominees submitted by the Governor of Michigan and various local councils. (Current law requires the Secretary to make appointments from such nominees.) Requires the Secretary to submit a written explanation to Congress within 30 days before the effective date of an appointment if the Secretary fails to appoint a State or local nominee.
