Summary

Economic Opportunity and Community Services Amendments - Amends Title I of the Economic Opportunity Act of 1964 to authorize appropriations for research and demonstrations through fiscal year 1981. Amends the statement of Congressional purpose to call for the expansion, as well as development, of programs attacking poverty. Makes changes in the following: (1) the make-up of community action boards; (2) financial assistance to community action programs, including comprehensive employment and training programs and summer youth recreation programs; (3) specified supplemental programs; (4) special programs to combat poverty in rural areas; (5) the administration of and the authorization of appropriations for the Headstart and Follow Through Programs; (6) the Community Economic Development program; and (7) the Native Americans programs. Authorizes appropriations through fiscal year 1981 for the evaluation of programs and projects.
