Summary

Rescinds specified amounts from appropriations made by the Second Supplemental Appropriations Act, 1975 for: (1) "human development" under the Assistant Secretary for Human Development, Department of Health, Education, and Welfare; and (2)the research and demonstration program and the community economic development program of the Community Services Program, Community Services Administration, Department of Health, Education, and Welfare. Rescinds contract authority of $47,500,000 for fiscal year 1976 made in the Department of the Interior and Related Agencies Appropriations Act 1962 for payments for helium. Rescinds contract authority for fiscal year 1974 provided by the Federal Aid Highway Act of 1973 for forest development roads and trails in the amount of $25,723,000.
