Stewart B. McKinney National Wildlife Refuge Designation Act of 1987 - Redesignates the Connecticut Coastal National Wildlife Refuge as the Stewart B. McKinney National Wildlife Refuge. Authorizes the Secretary of the Interior to accept future memorials to be placed in such Refuge. Authorizes appropriations.
