Union Station Redevelopment Act of 1981

Summary

Union Station Completion Act of 1981 - Amends the National Visitor Center Facilities Act of 1968 to declare that Union Station, Washington, D.C., shall be used primarily as a transportation center for the national capital area, and secondarily as a national visitor center and commercial complex. Directs the Secretary of the Interior, upon request of the Secretary of Transportation, to assign to the latter all of the former's right, title, and interest in the Union Station complex. Requires the Secretary of Transportation to rehabilitate and complete Union Station as a multiuse transportation terminal and as a commercial and visitor center, in accordance with specified goals. Authorizes the Secretary to enter into agreements and/or contracts with private developers and other persons or agencies as he deems necessary to carry out the purposes of this Act. Directs the Secretary to complete: (1) rehabilitation of the Union Station building; (2) the parking facility and associated ramps; (3) restoration of rail passenger handling facilities; and (4) the reconfiguration of the railroad tracks serving Union Station. Authorizes the Secretary to: (1) acquire necessary interest in real property; (2) maintain, use, lease, or dispose of any property interest held or acquired by the United States under this Act; and (3) release the Washington Terminal Company from certain obligations under such Act. Directs the Washington Terminal Company, upon request of the Secretary, to assign to the National Railroad Passenger Corporation (Amtrak) all of its rights and obligations concerning the rail passenger station at Union Station. Requires Amtrak to operate thereafter a rail passenger station at Union Station and to lease at least 40,000 square feet of space in the Union Station building for such purpose. Authorizes the Architect of the Capitol to furnish steam and chilled water from the Capitol Power Plant to the Union Station complex. Permits the Secretary to use income and proceeds received from activities authorized by this Act for construction, acquisition, leasing, operation, and maintenance costs incurred by the Secretary pursuant to this Act. Establishes, within the Department of the Treasury, a revolving fund to be known as the Union Station Fund. Requires that, of the funds appropriated by the Railroad Revitalization and Regulatory Reform Act, not less than $45,000,000 shall be available to the Secretary for the purposes of this Act. Prohibits funds from being made available under this Act until the Secretary approves funds sufficient to complete the parking facility and associated ramps at Union Station. Authorizes the Secretary to waive specified statutory or contractual restrictions on such parking lot and ramps. Declares that the Federal share of such parking facility shall be 100 percent. Directs the Secretary to report to certain congressional committees on achieving the goal relating to commercial development at Union Station.
