Patent Fee Integrity and Innovation Protection Act of 1999 - Authorizes appropriations for FY 2000 for the Patent and Trademark Office. Declares that the Commissioner of Patents and Trademarks is not authorized to charge and collect fees to cover the accrued indirect personnel costs associated with post-retirement health and life insurance of officers and employees of the Patent and Trademark Office other than those charged and collected pursuant to specified Federal law.
