Export-Import Bank Reauthorization Act of 2002

Summary

Export-Import Bank Reauthorization Act of 2001 - Amends the Export-Import Bank Act of 1945 to extend the authority of the Export-Import Bank of the United States through FY 2006. Extends the sub-Saharan Africa advisory committee through September 30, 2006. Requires the Bank in a certain report to Congress to survey all other governments and government-related agencies through which foreign exporters compete with U.S. exporters, including through the use of market windows, and indicate in specific terms the ways in which the Bank's rates, terms, and other conditions compare with those offered from such other governments directly or indirectly. Requires the Bank to use all available information gathered from such report to estimate the annual amount of export financing available from other governments and government-related agencies. Directs the Bank, in order to encourage the participation of small business in international commerce, to make available not less than 18 percent (currently, ten percent) of its aggregate for loans, guarantees, and insurance to finance exports directly by small business concerns. Urges the United States, in order that Bank financing remains competitive, to seek: (1) to enhance transparency over the activities of market windows in the Organization for Economic Cooperation and Development (OECD) Export Credit Arrangement; and (2) negotiations for multilateral disciplines and transparency within the Arrangement if such transparency indicates that market windows are disadvantaging U.S. exporters. Authorizes the Bank to provide financing on terms and conditions inconsistent with those permitted under the Arrangement if certain circumstances exist.
