An act to amend the National Foundation on the Arts and the Humanities Act of 1965 and the Museum Services Act to extend the authorization of appropriations contained in such Acts, to amend the Arts and Artifacts Indemnity Act to make certain changes in the coverage provisions of such Act, and for other purposes.

Summary

Arts, Humanities, and Museum Services Act of 1979 - Amends the National Foundation on the Arts and the Humanities Act of 1965 to require State Humanities Councils, in order to receive assistance from the National Endowment for the Humanities in any fiscal year, to submit an application for such grant at a time specified by the Endowment chairman. Requires such application to be accompanied by a plan that: (1) designates or provides for the establishment of a State agency as the sole agency for the administration of the State plan; (2) provides that funds paid to the State will be expended solely on programs approved by the State agency; and (3) provides that the State agency will make such reports, in such form, and containing such information, as may be required. Extends the authorization of appropriations through fiscal year 1985 to carry out the purpose of the Act. Authorizes the chairman of the National Endowment for the Arts to establish and carry out programs of grants-in-aid to groups or individuals concerned with the arts to enable them to provide or support programs for the arts at the local level. Amends the Museum Services Act to extend the authorization of appropriations through fiscal year 1985 for the purpose of making grants to increase and improve museum services pursuant to such Act.
