Summary

Neotropical Migratory Bird Conservation Act - Requires the Secretary of the Interior to establish a program to provide financial assistance for projects to promote the conservation of neotropical migratory birds. Authorizes project proposals to be submitted by the following entities: (1) individuals or other private entities; (2) Federal, State, or local government entities or foreign government entities; (3) other entities subject to U.S. or foreign jurisdiction; and (4) international organizations. Limits the Federal share of project costs to 33 percent. Authorizes the Secretary to convene an advisory group of individuals representing organizations involved in neotropical migratory bird conservation to assist in carrying out this Act. Establishes in the Multinational Species Conservation Fund of the Treasury a Neotropical Migratory Bird Conservation Account. Authorizes appropriations to the Account for FY 2000 through 2003 to carry out this Act.
