Summary

Amends the International Banking Act of 1978 to permit foreign bank branches, in operation on the date of enactment of such Act, to continue to accept domestic retail deposits until January 31, 1980, if: (1) such branch has applied for Federal deposit insurance; and (2) such application has not been denied.
