Extends through October 31, 1985, the authority of the Veterans Administration (VA) to operate a regional office in the Republic of the Philippines. Extends through October 31, 1985, the authority of the VA to contract for hospital care and outpatient services in Puerto Rico and the Virgin Islands and to contract for treatment and rehabilitation services for alcohol and drug dependence and abuse disabilities. Amends the Emergency Veterans' Job Training Act of 1983 to extend through July 1, 1986, the period for entering into training under such Act.
