Summary
Amends the Federal Insecticide, Fungicide, and Rodenticide Act to stipulate that test results shall not be withheld from the Administrator of the Environmental Protection Agency by pesticide registration applicants under the trade secrets provision of such Act. Directs the Administrator to prescribe simplified procedures for the registration of pesticides. Authorizes the Administrator to waive certain data requirements of the Act. Authorizes the Administrator to register or amend registration of pesticides in accordance with prescribed criteria utilizing abbreviated procedures. Authorizes the Administrator to permit the continued sale and use of existing stocks of pesticides cancelled under the Act where such sale or use shall not have unreasonable adverse environmental effects. Revises the trade secrets provision of such Act to require disclosure of information relating to tests and testing methodology concerning the effects of pesticides on the environment. Includes Indian tribes within provisions of the Act relating to cooperative agreements with the Administrator for training and enforcement programs. Authorizes appropriations for fiscal years 1978 and 1979 to carry out the provisions of the Act.
