Summary

Navajo-Hopi Land Dispute Settlement Act of 1996 - Ratifies the Settlement Agreement between the United States and the Hopi Tribe executed on December 14, 1995. Sets forth the conditions to be met prior to taking lands into trust for the Tribe pursuant to the Settlement Agreement. Authorizes the Secretary of the Interior to acquire: (1) private lands; and (2) through condemnation certain interspersed lands that are owned by the State of Arizona in order to have both the private and the State lands taken into trust for the Tribe. Authorizes the Tribe, if the United States fails to discharge the obligation of voluntarily relocating Navajos residing on Hopi Partitioned Lands, to bring an action to quiet title relating to use of such Lands after February 2002 by an eligible Navajo family that fails to enter into an accommodation. Amends Federal law to permit payments in lieu of taxes for fee lands owned by the Hopi Tribe or members of the Hopi Tribe that are taken into trust. Amends the Act of August 9, 1955, to authorize 75-year leases by the Hopi Tribe to Navajo Indians residing on Hopi Partitioned Lands. Amends Public Law 93-531 to reauthorize the Navajo-Hopi Relocation Housing Program through FY 2000.
