Summary

Directs the Secretary of the Interior to designate and acquire lands for the establishment of the Grays Harbor National Wildlife Refuge, Washington. Requires the Secretary to prepare a management plan which includes a visitor center and other facilities. Authorizes appropriations. Requires the Director of the Fish and Wildlife Service to consult with the Fish and Wildlife Foundation about setting up a separate account to administer private gifts of property received for purposes of this Act.
