Summary
Indian Environmental Regulatory Enhancement Act of 1990 - Amends the Native American Programs Act of 1974 to direct the Secretary of Health and Human Services to award grants to Indian tribes to fund 75 percent of the costs of planning, developing, and implementing tribal programs to regulate environmental quality pursuant to Federal and tribal environmental laws. Permits funds to be used for the development of tribal laws on environmental quality and the enforcement and monitoring of environmental quality laws. Authorizes appropriations.
