TABLE OF CONTENTS: Title I: Limitation on Pay and Reduction of Positions Title II: Human Resource Management Title III: Streamlining Management Control Title IV: Financial Management Government Management Reform Act of 1994 - Title I: Limitation on Pay and Reduction of Positions - Amends the Legislative Reorganization Act of 1946 and other Federal law to limit annual cost of living adjustments for Members of Congress, the Vice President, senior Government officials, and Federal judges. (Sec. 102) Places specified increasing limitations on the total number of full-time equivalent executive agency positions in FY 1994 through 1999. Makes the Office of Management and Budget (OMB) responsible for monitoring agency compliance with such limitations and providing appropriate notification in cases of noncompliance, in which case agency hiring shall be suspended. Provides for waivers from the requirements of this paragraph under certain conditions. Title II: Human Resource Management - Amends Federal civil service law to eliminate various restrictions on employee training. (Sec. 202) Eliminates unlimited accumulation of annual leave by members of the Senior Executive Service. Sets a limit on such leave of 90 days. Title III: Streamlining Management Control - Authorizes the Director of OMB to publish annually in the President's Budget his recommendations for the consolidation, elimination, or adjustment in frequency and due dates of statutorily required periodic reports to the Congress or its committees. Amends the Davis-Bacon Act to transfer from the Comptroller General to the Department of Labor the responsibility of: (1) determining contractor debarment for non-compliance; and (2) disbursing funds to workers. Title IV: Financial Management - Federal Financial Management Act of 1994 - Amends Federal law to require direct deposit of Federal wage, salary, and retirement payments by electronic funds transfer for recipients who begin receiving such payments on or after January 1, 1995. (Sec. 403) Authorizes the establishment of a franchise fund in four executive agencies for expenses and equipment necessary for the maintenance and operations of administrative services that may be performed more advantageously on a centralized basis. (Sec. 404) Authorizes the Director of the Office of Management and Budget (OMB) to consolidate or adjust the frequency and due dates of statutorily required periodic agency reports to OMB or the President and agency or OMB reports to the Congress under any laws for which OMB has general management or financial management responsibility. (Sec. 405) Requires the annual financial statements of executive agencies to be audited prior to submission to OMB. (Sec. 406) Authorizes appropriations from debt collection payments to be credited to a special fund for purposes of improving debt collection activities. (Sec. 407) Makes provisions governing contracts for collection services inapplicable to certain claims or debts under the Social Security Act or the Internal Revenue Code. (Sec. 409) Repeals the requirement that the Attorney General obtain a specified number of contracts with private individuals or firms when contracting for collection services in a judicial district. (Sec. 410) Amends the Federal Civil Penalties Inflation Adjustment Act of 1990 to require adjustment of civil monetary penalties for inflation every four years (currently, every five years).
