Summary
Independent Counsel Reauthorization Act of 1993 - Amends the Federal judicial code to reauthorize and extend the independent counsel law. Requires the Administrative Office of the United States Courts and the General Services Administration to provide, respectively, administrative support and guidance and Federal office space for each independent counsel. Requires an independent counsel to: (1) conduct all activities with due regard for expense, authorize only reasonable and lawful expenditures, and (promptly upon taking office) assign to a specific employee the duty of certifying that expenditures are reasonable and lawful; and (2) comply with established Department of Justice policies on expenditure of funds, except where such compliance would be inconsistent with this Act. Makes additional amendments regarding independent counsel per diem expenses, pay, reports, and periodic reappointment, as well as Comptroller General audits of independent counsel expenditures. Confers responsibility on the Department and the Office of Government Ethics for enforcing standards of conduct applicable to independent counsels. Authorizes the Attorney General to conduct a preliminary investigation upon the receipt of information sufficient to constitute grounds to investigate whether a Member of Congress may have violated any Federal criminal law, other than a violation classified as a Class B or C misdemeanor or an infraction.
