Summary
Amends the International Investment Survey Act of 1976 to authorize the President to establish a program to assist State agencies with respect to the regulation of land purchases by nonresident aliens. Authorizes the President to establish a Federal clearinghouse of information on significant real estate transactions by nonresident aliens. Directs the President to study the feasibility of a monitoring system for foreign direct investment in agricultural, rural, and urban real property. Authorizes appropriations for fiscal years 1979, 1980, and 1981, to carry out the International Investment Survey Act.
