Summary

Housing Amendments - Extends the authorization for contracts for annual contributions under the United States Housing Act of 1937. Authorizes an additional $212,300,000 to be appropriated in public housing contract authority on July 1, 1975, and an additional $696,000,000 on October 1, 1976. Requires that at least $465,000,000 of the new public housing contract authority will be made available to finance the construction of new public housing units and that at least $200,000,000 will be for ownership by public housing agencies. Authorizes appropriations for public housing contract authority and for operating subsidies for conventional public housing. Amends the National Housing Act to extend assistance for multifamily mortgages and for the supplemental loan program. Extends the coverage of the coinsurance program. Extends the experimental financing of housing programs until September, 1977. Amends such Act to provide assistance payments for housing projects in default. Authorizes appropriations for such purposes. Amends the National Housing Act to authorize expenditures by the Secretary of Housing and Urban Development for repair of major structural defects which seriously affect use and liveability of any one-, two-, three-, or four-family dwelling which is more than one year old on the date of issuance of the insurance commitment. Sets other prerequisites for coverage. Allows the Secretary to require from the seller of any such dwelling an agreement to reimburse him for any payments made pursuant to this provision. Amends the Housing Act of 1959 to increase by $2,500,000,000 in 1976 the amount available for the housing for the elderly and the handicapped program. Sets the interest rate for notes or other obligations which the Secretary of Housing and Urban Development issues to the Secretary of the Treasury. Amends the Housing Act of 1964 to extend the rehabilitation loan program for two years. Authorizes the appropriation of $150,000,000 prior to the close of such program in 1977. Amends the Housing Act of 1964 to change the procedure to determine the interest rate on loans made under the rehabilitative loan program. Authorizes appropriations of $100,000,000 for fiscal year 1977 for such loans. Extends assistance under the Emergency Homeowners' Relief Act and the Emergency Home Purchase Assistance Act through fiscal year 1977. Amends the Housing and Urban Development Act of 1968 to provide for the appointment of the Federal Insurance Administrator. Amends the National Housing Act to establish the position of President, Government National Mortgage Association in the Department of Housing and Urban Development.
