Summary
National and Community Service Technical Amendments Act of 1991 - Amends the National and Community Service Act to make various technical amendments, including revisions of definitions and of programs for students and out-of-school students, Serve-America, American Conservation and Youth Service Corps, participant eligibility and post-service benefits, innovative and demonstration programs and projects, Youthbuild, administration, and the Commission on National and Community Service. Directs the Commission on National and Community Service to issue final rules or regulations to implement title I of such Act within 180 days after its enactment. Requires, to the maximum extent practicable, that an effort be made to appoint members of the Board of Directors of such Commission who: (1) have extensive experience in volunteer and service opportunity programs; (2) represent a broad range of viewpoints; and (3) will give the Board diversity of race, ethnicity, age, gender, and political party membership.
