Summary

Directs the Secretary of the Treasury to pay specified funds to the Global Exploration and Development Corporation, Kerr-McGee Corporation, and Kerr-McGee Chemical, LLC, in settlement and compromise of claims of such corporations and company. Amends the Federal criminal code to prohibit and set penalties for teaching or demonstrating the making or use of an explosive, destructive device, or weapon of mass destruction, or distributing information pertaining to its manufacture or use, with the intent that the teaching, demonstration, or information be used for or in furtherance of an activity that constitutes a Federal crime of violence, or knowing that such person intends to use the teaching, demonstration, or information for such activity.
