Summary

Amends title V of the Ethics in Government Act of 1978 (Post Employment Conflict of Interest) to provide that: (1) the restriction prohibiting former Federal or District of Columbia employees from representing a person (except the United States) on a matter before the Government for a two-year period after their last day of employment, applies only to those matters which were actually pending under such employee's official responsibility; and (2) the restriction prohibiting certain former high-ranking employees and commissioned officers from assisting in the representation of a person appearing before the Government for such two-year period, applies only to such assistance entailing the employee's personal presence at such appearance on those matters in which the employee participated personally and substantially. Stipulates that the current prohibition against executive schedule and certain other high-ranking Government officials representing, or making communications on behalf of, persons on matters pending before their former agency within one year after their Government employment ends, shall apply to a person employed on active duty as a commissioned officer of a uniformed service at a pay grade of 0-7 or 0-8 where such person has significant decisionmaking or supervisory responsibility, and otherwise shall apply to such persons at a pay grade of 0-9 or above.
