Summary

Extends to the people of France an expression of friendship on the occasion of the bicentennial of the French Revolution. Urges the people of the United States to observe such bicentennial. Directs that the Declaration of the Rights of Man and of the Citizen of France and the Bill of Rights of the United States be printed as a Senate document. Provides for additional copies to be printed as bound volumes for presentation to specified French officials and for extra copies for the Committee on Foreign Relations of the Senate. Authorizes appropriations.
