Summary

Waives the prohibition of the Trade Act of 1974 against appointment as United States Trade Representative (USTR) or as a Deputy USTR of any person who has represented a foreign entity in any trade negotiation, or trade dispute, with the United States. Authorizes the President, acting by and with the advice and consent of the Senate, to appoint Charlene Barshefsky as the USTR.
