Summary

Provides that those laws which provide Federal services and financial assistance programs, and the Federal Banking laws as they apply to Guam, shall apply to Guam and the Virgin Islands on the same terms and conditions as they shall be applied to the Northern Mariana Islands once the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America goes into effect.
