Commemorating the thirtieth anniversary of the signing of the Antarctic Treaty on June 22, 1991, and encouraging the United States to support efforts to achieve an international agreement establishing Antarctica as a region closed to commercial minerals development and related activities for at least 99 years at the upcoming meeting of the parties to the Antarctic Treaty, April 22 through 27, 1991, in Madrid, Spain.

Summary

Declares that Antarctica is a global ecological commons and should be subject to a new agreement to supplement the Antarctic Treaty of 1959 to: (1) establish Antarctica (for at least 99 years) as a region closed to commercial minerals development and related activities unless a consensus of the parties to the agreement opens it for such purposes; (2) provide for comprehensive environmental protection of Antarctica; and (3) grant Antarctica protective status as a world park. States that the United States should support efforts to achieve such agreement at the April 1991 meeting of the Antarctic Treaty parties in Madrid, Spain.
