Expresses the sense of the Congress that: (1) President Bush should make the Kurdish situation his highest international priority; (2) the United States should encourage United Nations condemnation of Saddam Hussein's treatment of the Kurds, request a United Nations initiative to establish protection for the Kurds, work with our allies to ensure the safety of all Kurds fleeing from the Iraqi army, continue the economic embargo against Iraq until such situation is resolved, and assume a leading role in international relief efforts and in the swift provision of humanitarian assistance; and (3) the United States supports the establishment of a free and democratic Iraq which respects the cultural differences of the Kurds and other ethnic minorities.
