Declares that it is the sense of the Congress that: (1) illegal aggression by Canadian fishermen regarding the Pacific salmon fishery and the Canadian Government's slow response to those acts should be condemned; (2) the President should protect U.S. interests, not tolerate threats, and compel the Canadian Government to prevent further illegal or harassing actions against the United States or its fishermen regarding that fishery; and (3) the Canadian Government should resume stakeholder negotiations following the 1997 fishing season in an honest and forthright manner.
