Summary

Expresses the sense of the Congress that: (1) all firearms purchased by the Federal Government should include firearms personalization technology (defined as technology that prevents anyone other than the authorized user from firing a firearm) as soon as such technology is readily available; (2) research and development to further improve and perfect such technology should be encouraged through greater Federal funding; and (3) within five years, all firearms purchases should include such technology.
