Directs the Attorney General to improve the performance of the Department of Justice in aiding States and localities to comply with the provisions of the Voting Rights Act of 1965 relating to language minority groups by: (1) systematically evaluating the cost effectiveness of various assistance methods; and (2) providing greater assistance to State and local election officials in the interpretation and application of the language minority group provisions.
