Summary

Declares it to be the policy of the United States that the years 1973 through 1978 should be designated by all nations of the world as the World Environmental Quinquennium which should be marked by a global environmental research effort for the collection, assessment, and dissemination of technical information on, and scientific knowledge of, environmental problems and their solutions. Authorizes the President to take such action as he deems necessary and appropriate to further the United States participation in the World Environmental Quinquennium.
