Summary

Expresses the sense of Congress that the administration should: (1) take immediate action to reduce the future budget deficit and so permit lower interest rates; (2) design and implement a policy of encouraging the banking system to concentrate available credit on those uses which contribute most to long-term productivity improvement and inflation fighting; and (3) encourage the Federal Reserve to lower interest rates in response to these measures.
