Expresses the sense of the Congress that: (1) immigration is a Federal matter and that the Federal Government should assume responsibility for financing the provision of social services to undocumented aliens living in this country; and (2) the Federal Government should support efforts by State and local governments to assemble reliable data on the costs of providing such services to undocumented aliens.
